Villiers Speedo Drive Gearbox
At least I am told its Villiers but I have no idea what year or model. Part no. D8959 is cast in to it.
Gear ratio 3:2 (3 turns of large gear gives 2 turns of cable drive.) Large gear has 26 teeth. Looks to be in good condition with no obvious damage or wear.
