Slave Clock Mechanism?
I think that this item was made to be driven by a master clock but I am not sure what its purpose was. One side of the base plate looks very like a slave clock such as was made by the Synchronome company and others, but I cannot see any makers name. The ratchet wheel has 120 teeth. As for the other part of the mechanism, I have no idea.
I have no other parts, what you see is what you get.
