Turns over OK but doesn't seem to have much compression - possibly the tip seals are gummed up. I would assume that it would need someone with knowledge of these particular engines to bring it up to full working order.
One web around the crankshaft housing is broken off and the clamping screw for the external cooling ring has been over tightened causing the end of the ring to break off.
Look carefully at the photos to be sure you are happy with the damage.
